A government inquiry in Sweden has suggested that adults applying for permanent residency from 2027 onwards will need to pass tests evaluating their knowledge of the Swedish language and society. This is not yet a law; the proposal has several steps remaining before implementation.
The inquiry's proposal has been submitted to the government and will undergo consultations with various stakeholders. The law is likely to be approved since the governing bloc and other major parties support the idea.
The proposed implementation date is July 1st, 2027. The tests would apply to applicants over 18, excluding certain groups like children, pensioners, and quota refugees. Exemptions could also be granted based on special grounds, assessed by the Swedish Migration Agency. The proposed tests include one for Swedish language (A2 level on CEFR) and another on societal knowledge, covering various aspects of living and working in Sweden. The tests would be held digitally in Swedish, consisting of closed questions, and each module would cost 700 kronor.
The validity of the tests would not expire, and the Swedish Transport Administration might host the tests at their venues.
What topics will the society test cover?
The test on knowledge of Swedish society "test basic knowledge needed to live and work in Swedish society," the proposal states. See material on website informationsverige.se.
It will test the following areas, according to the proposal:
Coming to Sweden
Living in Sweden
Supporting yourself and developing in Sweden
The rights and obligations of the individual
Starting a family and living with children in Sweden
Having influence in Sweden
Caring for your health in Sweden
Growing old in Sweden
